South Dakota appoints Madhu Gottumukkala as new CTO

Gottumukkala has extensive experience with object-oriented programming systems, languages and applications, which has helped in the adoption of several related disciplines.

Indian American software developer Madhu Gottumukkala has been appointed as the new Chief Technology Officer (CTO) of South Dakota. According to Jeff Clines, the State Chief Information Officer and Commissioner of the Bureau of Information and Telecommunications (BIT), this appointment is the second-ever for the state's CTO, following Pat Snow.

Gottumukkala, a seasoned private-sector executive, has extensive experience with object-oriented programming systems, languages and applications, which has helped in the adoption of several related disciplines, including agile software development. 

At Sanford Health, he oversaw teams that provided support for internal applications and communications in his role as senior director of business solutions. They were in charge of creating and testing new software and integrating vendor products. Additionally, he has been an advisory committee member at Dakota State University since April 2024.

In his new position, Gottumukkala will be in charge of the Bureau of Information and Telecommunications' technology team, which will assist state agencies and constitutional offices in making effective use of technology for their professional operations. 

The state's IT initiatives have been directed toward improving the citizen experience through long-term projects, including the implementation of a new enterprise resource planning system and a redesigned motor vehicle licensing system. Gottumukkala is anticipated to play a substantial role in these ongoing projects, A GovTech report stated.

“Looking forward to driving innovation and enhancing IT infrastructure for our great state,” Gottumukkala said in a post on LinkedIn. He is a graduate of Dakota State University with a Ph.D. in information systems and a University of Dallas graduate with an MBA in engineering and technology management.
