The Federal Bureau of Investigation (FBI) arrested fugitive gangster Harpreet Singh, also known as Happy Passia, in Sacramento, California, on April 16 for orchestrating multiple terror attacks in India.
Singh had entered the United States illegally and used burner phones and encrypted messaging apps to evade arrest, the bureau said. He was apprehended with the assistance of U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations (ERO).

Singh, who is wanted in India, is accused of working closely with Pakistan’s Inter-Services Intelligence (ISI) and Babbar Khalsa International (BKI), which India has designated a terrorist organization.

Indian and U.S. officials have linked him to at least 16 terror incidents between 2023 and 2025, including 14 grenade attacks in Punjab targeting police posts, religious sites, and homes of public figures.
He is also named in India’s National Investigation Agency (NIA) chargesheet filed earlier this year in connection with a grenade attack on the residence of a retired Punjab Police officer in Chandigarh in September 2024. The NIA had announced a $6,000 reward for information leading to his arrest.
According to the agency, Singh and his associate Harwinder Singh Sandhu alias Rinda—also a designated terrorist—were the “primary handlers and masterminds” behind the Chandigarh attack, providing logistical support, weapons, and funding to on-ground operatives.
The Punjab Police have also linked him to cases of extortion, targeted killings, and coordinated grenade attacks on police establishments.
