Canadian authorities are pursuing the extradition of Maninder Singh Dhaliwal, a 35-year-old Indian-origin man arrested in the United Arab Emirates, who is alleged to be the leader of a criminal organization behind a series of extortion cases in Edmonton.

The Edmonton Police Service (EPS)  made the announcement in a statement, in which they also announced the culmination of its extensive investigation, dubbed “Project Gaslight.”

Dhaliwal, arrested in late 2024 on unrelated charges in the UAE, is facing extradition to Alberta to stand trial for his alleged role in orchestrating the crimes. The EPS confirmed that the Alberta Crown Prosecution Service filed an indictment on Jan. 21 with criminal charges proceeding to trial at the Alberta Court of King’s Bench.

“This investigation has been a massive effort on the part of EPS investigators, with never-before seen complexities involving international coordination, and we are very pleased to see it conclude with the request for the extradition of Dhaliwal,” Inspector Duane Hunter, with the EPS Organized Crime Branch, said.

“This outcome shows criminals that international borders will not protect them, and we will not tolerate this kind of violence in our community, no matter where it originates from,” he added.

The investigation linked Dhaliwal and six others—arrested in Edmonton on July 25, 2024—to a total of 40 incidents, including arson, extortion, and violent offences. The suspects, including Jashandeep Kaur, 20, and males aged 17 to 21 at the time of the crimes, face 54 charges. These include extortion, arson, intentionally discharging a firearm, break and enter, assault with a weapon, and criminal organization-related offenses.

The extortion series ended following a final arson attack on July.26,2024. Canada-wide warrants had been issued for Dhaliwal that same month, with police suspecting he was directing operations from India. The EPS had previously engaged Indian authorities as part of its investigation.
