Indian-origin man paralyzed in NYPD road rage shooting, family files lawsuit

The family of a New Jersey man left quadriplegic after a road rage shooting involving an off-duty NYPD officer has filed a lawsuit against New York City. 

The lawsuit filed by victim Kishan Patel’s family targets the officer, Hieu Tran, as well as Mayor Eric Adams and former NYPD Commissioner Edward Caban, alleging negligence and failure to address warnings about the officer’s behavior.

According to media reports, 30-year-old Patel, suffered severe brain injuries and paralysis after the May 17 incident in Camden County, New Jersey. Ballistics evidence from the scene linked the shooting to Officer Tran’s department-issued firearm, according to the Camden County Prosecutor’s Office.

Attorney Joseph Marrone, representing the family, pointed to Tran’s history of substance abuse. "This officer was referred to as a ticking time bomb," Marrone told FOX5 News. The lawsuit claims that despite knowing about Tran’s long-standing alcoholism and mental health issues, the NYPD allowed him to remain armed and on duty.

Tran, who is now facing charges of attempted murder, aggravated assault, and weapons offenses, has been suspended from the NYPD without pay. He remains in custody pending extradition to New Jersey.

Patel’s family describes him as a dedicated and hard-working individual, devastated by the sudden tragedy. "He really enjoyed his life, he worked really hard. He's a great son, a great brother," his mother shared.

The family’s lawsuit argues that New York City and the NYPD failed to act on Tran’s problematic history, which they believe could have prevented the shooting.
