With little more than a fortnight until his successor takes over as Liberal Party leader and Prime Minister of Canada, Justin Trudeau continues to call the shots.
After making appointments to the Senate last week, the outgoing Canadian Prime Minister announced changes to his team of parliamentary secretaries.
The Prime Minister has the prerogative to name parliamentary secretaries who subsequently assist the cabinet ministers they are attached to in discharging their duties.
Canada will have a new Prime Minister on March 9 after more than 400,000 Liberals delegates vote and elect one of the four candidates as a successor to Justin Trudeau. In the run are former Governor of Bank of Canada, Mark Carney, former Deputy Prime Minister and Finance Minister, Chrystia Freeland, former Leader of the House, Karina Gould and Frank Baylis.
The fifth candidate, Ruby Dhalla of Indian origin, was debarred by the Liberal Party's Election Committee for violating election norms. Delegates will vote on March 9 to complete the election process.
While making these changes, Justin Trudeau said: “Our government is laser-focused on the issues that matter most to you and your family. With these additions to our strong team, we will create and protect Canadian jobs, build more homes, reduce emissions, make life cost less, and defend Canadian interests.”
Will the new Prime Minister retain the same team of Parliamentary Secretaries or make changes to it is a mute question being asked in political circles in Ottawa and elsewhere.
The portfolios of 13 parliamentary secretaries have been changed and six members of the Liberal Caucus have been elevated and named parliamentary secretaries. Interestingly, the portfolios of the remaining 18 parliamentary secretaries, including Randeep Singh Serai and Maninder Singh Sidhu, both of Indian origin, have not been touched.
In their new roles, the parliamentary secretaries will support their respective cabinet ministers to make progress on the priorities that matter most to Canadians. They will engage directly with Canadians on key initiatives and represent the government at home and abroad. Their appointments are effective immediately.
