India has launched a landmark Artificial Intelligence (AI) Competency Framework for civil servants to harness technology for improved public service delivery.
The framework is inspired by UNESCO’s “Artificial Intelligence and Digital Transformation: Competencies for Civil Servants,” which guides governments in embedding AI into public administration while safeguarding human rights and transparency.

“With the launch of its AI competency framework, India is charting a new course for public sector transformation. By aligning with UNESCO’s global vision for AI in the public sector, this initiative ensures that technology serves people, strengthens institutions, and upholds fundamental rights. This is leadership in action for the digital age,” said Tawfik Jelassi, UNESCO’s assistant director-general for communication and information.
Developed by the Ministry of Electronics and Information Technology, the framework outlines role-specific AI skills across governance levels—from strategic planning by senior officials to research and implementation by junior officers. Foundational competencies, such as AI literacy, risk evaluation, and bias mitigation, are emphasized across the board.
“This framework will empower public sector officials with the skills and knowledge required to navigate the AI landscape effectively,” said Ashwini Vaishnaw, minister of electronics and information technology. “It is a resource for shaping both national and global AI discourse.”
UNESCO’s program, launched in 2021, has reached over 31 countries and shaped digital strategies globally. Upcoming initiatives include a Global Massive Open Online Course (MOOC) on AI and digital governance and a public sector AI tools repository.
