Commenting on the significance of the legislation, Rajkumar stated, "I'm proud to announce my new legislation 'The Empire State of Mind Act,' the most transformative mental health bill in 60 years. It's time to end the mental health crisis by attacking it head on."
The proposed approach contrasts with current policies, where police officers predominantly handle such interventions. Additionally, the legislation mandates mental health screenings for all individuals entering correctional facilities and ensures the provision of treatment plans upon their discharge from hospitals.
The "Empire State of Mind Act" aligns with Rajkumar's pattern of introducing legislation with memorable titles, such as the SMOKEOUT Act, addressing illegal cannabis shops, and the Ghostbuster Act, targeting "ghost" cars.
Rajkumar, representing New York's 38th Assembly District, has a distinguished background as a civil rights attorney and has served as an adjunct professor at CUNY's Lehman College.
She made history as the first South Asian-American woman elected to a state office in New York. In her tenure, she has focused on worker protections and was instrumental in establishing the state's first Asian American & Pacific Island Commission.
This legislative move comes as Rajkumar campaigns for the position of New York City Public Advocate.
