New Delhi said there were cross-border elements to the attack and downgraded ties with Pakistan on April 23, suspending a 1960 treaty on sharing waters of the Indus River and closing the only land crossing between the neighbours.
Prime Minister Narendra Modi in his address on April 24 vowed to punish all those responsible for the gruesome attack."I say to the whole world: India will identify, track and punish every terrorist and their backer," he said in his first speech since the attack in the Himalayan region. "We will pursue them to the ends of the Earth".
