South Dakota Governor names Madhu Gottumukkala as BIT Commissioner

Gottumukkala, who recently served as South Dakota’s Chief Technology Officer will step into the role following the departure of CIO Jeff Clines, who is transitioning to a similar role in Wyoming.

South Dakota Governor Kristi Noem has announced the appointment of Indian-American tech leader Madhu Gottumukkala as the Commissioner of the State’s Bureau of Information and Telecommunications (BIT) as well as the Chief Information Officer (CIO) of the state effective Sept 9.

Gottumukkala, who recently took on the role of Chief Technology Officer (CTO) for the state, now steps into a dual leadership role following the departure of CIO Jeff Clines.

With over 20 years of IT experience, Gottumukkala has held key leadership positions in both the public and private sectors. Before joining BIT, he served as senior director of IT for Business Solutions at Sanford Health.

Acknowledging his expertise in the field, Gov. Noem said, “South Dakota has made tremendous investments to improve our IT infrastructure, and Madhu is the right person to carry that momentum forward. He will focus on putting our citizens first, protecting their data, and helping all of state government serve the people of South Dakota.”

Commenting on his new role, Gottumukkala said “I’m truly honored and excited to step into the role of Commissioner for BIT. I’m deeply grateful to Governor Noem for the trust placed in me and eager to make a meaningful impact by driving innovative and secure technology solutions across our state.”

Gottumukkala holds a master’s in computer science engineering from the University of Texas at Arlington, an MBA in engineering and technology management from the University of Dallas, and a PhD in Information Systems from Dakota State University.
