In a formal transition exercise, outgoing and incoming White House teams convened Jan.15 under the leadership of Homeland Security Advisor Liz Sherwood-Randall. The Principals-Level Presidential Transition Exercise, mandated by statute and directed by President Biden, aimed to ensure a professional transfer of responsibilities.
During the two-hour session, current and future Cabinet members reviewed lessons learned from the past four years and prepared the incoming team for the responsibilities of safeguarding the nation starting at noon on Jan. 20, 2025. The discussions included strategies for preventing and responding to terrorist threats and managing public health challenges like avian flu. Emphasis was placed on the global implications of homeland incidents and the need for coordinated responses.
Representing the outgoing administration were Secretary of Homeland Security Ali Mayorkas, Deputy Secretary Kristie Canegallo, FEMA Administrator Deanne Criswell, Attorney General Merrick Garland, and several other key officials across multiple departments and agencies.
The incoming administration was represented by nominees for key positions including Kristi Noem for Secretary of Homeland Security, Sean Duffy for Secretary of Transportation, Pete Hegseth for Secretary of Defense, Marco Rubio for Secretary of State, and Tulsi Gabbard for Director of National Intelligence, among others.
The meeting underscored the importance of continuity in national security and emergency preparedness, ensuring a seamless transfer of knowledge and responsibilities between the outgoing and incoming teams.
