A 41-year-old woman has been arrested in connection with the October 2023 hit-and-run death of 23-year-old Priyanshu Agwal, an international student from India pursuing a master’s degree at the University of New Haven.

Jill Augelli was taken into custody on Nov.18 and charged with evading responsibility resulting in death, according to the Hartford Courant.

Augelli is currently being held on a $100,000 bond and is scheduled to appear in New Haven Superior Court on Dec.3.

The incident occurred on Oct.18, 2023, when Agwal was struck by a vehicle while riding an electric scooter around 11 p.m. at an intersection in New Haven. The driver did not stop, leaving Agwal critically injured.

Agwal was transported to Yale New Haven Hospital, where he succumbed to his injuries approximately a week later. Police located the car involved in the crash the following day in Naugatuck and identified Augelli as the registered owner. Forensic evidence, including Agwal's DNA on Augelli's car, along with GPS data placing her near the scene of the accident, helped investigators build their case, police said.

New Haven Police Chief Karl Jacobson acknowledged the challenges in gathering evidence. “We had to work to put her behind the driver's seat during the crash,” he said.

Agwal’s brother, Aman, shared an emotional statement during the conference. “I just want to say I miss my brother every day,” he said, adding that he often dreams of him. Aman expressed anguish over the driver’s failure to stop after the crash, saying, “I feel like she didn’t try to stop, and it led to a major injury.”

New Haven Mayor Justin Elicker praised Agwal’s character, describing him as someone with a “big smile” and an “outgoing, charismatic personality” that earned him many friends. “He was loved by many and had his whole life ahead of him,” Elicker said, noting that Agwal was close to completing his graduate studies and had been applying for jobs in the US

Originally from Deoli, Rajasthan, Agwal came to the US in 2022 to pursue a master’s degree in business analytics. He had also interned as a business analyst at an IT firm, showcasing his aspirations for a bright future.

Elicker emphasized the importance of safe driving and accountability in such cases. “If you flee, we will track you down and hold you accountable,” he stated.
